Declaration of Darrell M. Joseph

Whitewater Development Corporation – Washington, D.C. Phase. 103d Cong. (1994) ("the Senate hearings Volume II"). In categories 2 and 3, the plaintiff did not correlate the photograph he sought with a specific photograph contained in the Senate hearings Volume II; instead the plaintiff sought the photographs listed on pg. 2112 of the Senate hearings volume II (which contains a photocopy of an Federal Bureau of Investigation "Receipt for Property Received/Returned/Released/Seized" bearing certain handwriting listing certain photographs). 

6(b).     On August 5, 1994, after the enactment of the Independent Counsel Reauthorization Act of 1994, the Special Division appointed Kenneth W. Starr as Independent Counsel In re: Madison Guaranty Savings & Loan Association. The OIC was given jurisdiction to investigate and prosecute matters "relating in any way to James B. McDougal's, President William Jefferson Clinton's, or Mrs. Hillary Rodham Clinton's relationships with Madison Guaranty Savings & Loan Association, Whitewater Development Corporation, or Capital Management Services, Inc."
